The Lapps can be divided into three separate groups. The largest and culturally as well as linguistically the best protected group is that of the Northern Lapps living in Norway, Sweden and Finland. The Northern Lapp dialect is the mother tongue for about 13—14000 people. A smaller but economically and culturally still quite well protected group is the Southern Lapp one living in Sweden and Norway (there are about 4,000 native speakers of the Southern dialects and the Ume, the Pite and the Lule dialects). The smallest and economically as well as culturally the most dependant on the governing states is the group of the Eastern Lapps living in Finland and in the Soviet Union: the Ineri, the Skolta, the Kildin and the Tuna Lapps. There are less than 2.000 native speakers of those dialects. The settlement of the Inari Lapps at the Lake Inari is governed by Finland.
